Dear Mr. Moesel:

In reply to your letter of January 21, 1959, I take pleasure in nominating Mrs. Elaine M. Kilbourne as an outstanding science teacher.  Mrs. Kilbourne is a teacher of chemistry and also one of our student advisors who is held in high admiration and respect by both pupils and teachers.  She is also sponsor of the Student Council and provides inspirational leadership for this important group.  In fact Mrs. Kilbourne does the work of about three different people.

In spite of all her activities not connected directly with her work as a chemistry teacher, she, at the same time, does an outstanding job in her field of science, particularly in the field of chemistry.  She has boundless enthusiasm for her work as a science teacher.  Last year she took advantage of a General Electric Science Fellowship and attended Union College in Schenectady, New York.  The value of this summer school work has been most evident in her increased effectiveness, even though she was outstanding before she did this summer work.

Mrs. Kilbourne has been the moving spirit in the success of our pupils in the Westinghouse Science Talent Search project.  Every year but one since 1952, we have had students who have won honors in the talent search project.  In 1952 and also in 1958 Anacostia High School had one of the top winners in the Science Talent Search.  Mrs. Kilbourne worked long and hard with both of these winners.  This year Stanton Barnes, one of our students is in the honors group in the Science Talent Search.  Here again, Mrs. Kilbourne spent a great deal of time directing this boy's project.
