Kilbourne, a teacher-advisor at Anacostia High School, has applied for a secondary school teacher and counseling certificate in your state. This lady is a superior teacher, relates well with her fellow teachers and students and is a tireless worker. Mrs. Kilbourne has been a high school teacher since September 1, 1948. The attached letter from Mrs. Kilbourne to me more adequately details what she has been doing in her school than I could. Incidentally, everything she says is true -- I was once her principal.
