Kilbourne, a teacher-advisor at Anacostia High School, has applied for a secondary school teacher and counseling certificate in your state. This lady is a superior teacher, relates well with her fellow teachers and students and is a tireless worker. Mrs. Kilbourne has been a high school teacher since September 1, 1948. The attached letter from Mrs. Kilbourne to me more adequately details what she has been doing in her school than I could. Incidentally, everything she says is true -- I was once her principal. This letter has been prompted today because of your tireless and effective efforts to make Memorial Day ceremonies so meaningful to students and to parents of our heroes.
