231 1426. 190/292 Dec. 22 9 G. T. F. Boulding Dear Sir: Reports should be made for each month at the end of the month. How is it possible for you to tell at the beginning of a month what will happen during that month. Suppose it should be a stormy month, the attendance would not be so much. Some children may be kept out by sickness. The Reports should not be guess work, but an exact record of what has happened. Yours truly R.M. Manly Supt Education
