Dear Sir:
Miss Shearman writes me that her society has sent you to Clover Depot. I am glad of it. A school is very much needed there, and yet nothing will ever be done until some one is there to push the building along. As soon as you see clearly what the Bureau needs to do to bring the house to completion let me know.  
The policy is to have the people do first and for the Bureau to complete.

[[right margin]] Since writing the above I have yours of the 21st.— Three hundred Dollars is a much larger sum than has ever been asked for Clover. The Society only asked for $100. I might possibly spare $200— I will try to send you a start in a few days— [[/right margin]]
