Dear Sir:  

Yours of the 17th inst, in behalf of the colored people of your vicinity, addressed to Genl. Howard has been referred to me. 

Allow me to inquire.

1st  What is the least amount necessary to bring the Schoolhouse in question to completion

2d  If the house were completed how much would the freedmen do toward sustaining a teacher?

In order to secure the completion of the house, and the establishment of a school the freedmen of the vicinity must make full effort themselves — as they have hitherto done. I shall be thankful to you to answer these questions
