Esteemed Friend:
Your rental acct. has been recd- It is an unpleasant task to write a letter which shall disappoint you. Have you not, at hand, a copy of Mr. Alvord's (Gen. Supt.) circular Letter. dated Washington Aug. 14.1869, giving the rules to be observed by societies and superintendents after that date? If so please refer to it, and find, among other instructions, the following, which I extract as applicable to your account.
 
"Rental will be paid quarterly at $10 per month where schools have an "average of 30 or more  scholars taught by a commissioned Teacher, - " with or  without an assistant". 
"No time less than half a month shall be charged 
"No rental, either directly or indirectly, shall be paid on the buildings 
"owned or rented by the Government. 

Now the application of these restrictions has thus far been uniform to all rental accounts, and, as I understand the subject, would reduce your account in the following manner: viz: I only saw or
