I have the honor to forward herewith letter of Rev. E.P. Smith giving his interpretation of your "Circular Letter of August 14th 1869" and to request instructions as to the meaning of the words "Average no. of Pupils" in Ed. Form No. 5, and "Thirty or more scholars" in the Circular Letter referred to.

I beg respectfully to submit that the average daily attendance is the most important criterion of a school, of the energy with which it is conducted, and of the work actually accomplished.  If the enrolment only is considered, the principal stimulas to the teachers and the people is withdrawn.  For example, in the A.M.A. Rental acct. in question, one school has an enrolment of 44 and an average attendance of 10.
