Dear Madam:

I thank you for the full statement of your case contained in your letter and the accompanying printed slips.  It is easy to furnish you the cheap commodity of sympathy; indeed it is impossible not to sympathize deeply with you in your labors and sufferings past and in your efforts for the future.  But this does not build a house; and you correctly apprehend that, under existing rules, this cannot be done by the Bureau.  But if this area technically possible, it would not be practicable to do much out of the limited amount of funds remaining at my disposal, the present school year.  Another year, I hope, will make it practicable, under an amended law, to help you. 

I hope to make a tour of The Valley, in the Spring, and make myself better acquainted with the conditions and wants of your enterprise.
