Sir,

Yours of the 15th inst. was duly received and carefully considered.  Of course it is entirely immaterial to me what interpretation shall prevail.  That which I have given, has been based as much upon conversations with Mr. Alvord, as upon the reading of the order, which I confess is not as clear as it ought to be.  But to make myself more certain I wrote to Mr. Alvord requesting an authoritative interpretation.  I enclose herewith that letter to Mr. Alvord with the endorsement thereon. 

The total enrollment in the schools of all the Associations, will be at least 12,000 pupils, which would require $4000 per month (on your view) beside all actual rents.  These together would consume a larger sum of money than the entire account allowed to Va. for the current year, and leave nothing for repairs or erection
