Debtor in this case, this fund cannot be regarded as a resource.  The probable (perhaps I ought to say possible) amounts that will be raised per annum, for educational purposes, under the new Constitution, in accordance with the provisions of that Instrument, will be as follows:

Interest on the Literary Fund  $90,000.00 
Per Capita Tax  $250,000.00 
One Mill Tax on the property of the State  $335,000.00 
Total  $675,000.00 

3rd.  If the third question refers to income for the support of schools, the answer is, There is none.

4th.  There are no public schools under Atate authority.  Two municipalities, viz: Petersburg, and Richmond have made beginnings of a public school system - each on a different plan, and both as yet imperfect and incomplete.  Beyond these there is nothing in the State, except the schools under the patronage and supervision of the Bureau of R.F and A. Lands.  These schools constitute a limited, but well organized, system.  Such is the present condition.  The prospects are not good.
