authorities, cities, towns, societies, school districts &c, (rather than with State Authorities), after the general methods of the Freeman's Bureau, with such improvements as experience has suggested.  This will have the following advantages, viz:

It will help those who help themselves, and thus be economical and just.  It will secure an equable distribution of the benefits between the races.  It will make certain two immediate results of principal value, viz:  good schools, and the development of a healthy public sentiment, in direct proportion to the expenditure.

The disbursement should be through persons known to the educational department of the Government, and immediately responsible to it.
