590 408. 425/607 March 4 0 Mrs. Jessie H. Rupert Dear Madam: I have rec'd a letter from Rev. E. P. Smith of the A.M.A. asking $200 for your schoolhouse- &c. I hope to have the power of extending this aid, but have it not now. All appropriation for Virginia have been stopped, at Washington, for the last four weeks, on account of the allowance to this state having been expanded already as they lay at Head Quarters. I hope to have this decision reversed, but as yet have been unable to get any money. I expect to visit the valley in the spring; and hope you will suffer no loss until I can see and confer with you in regard to the matter Your Truly R. M. Manly Supt Ed
