Dear Sir:

Immediately after receiving your accompanying contracts &c. I recd notice from Washington that the funds assigned to Virginia were exhausted, and that I could get no more appropriations. This is an error at Washington and arose from charging against my allowance, money which should not have been so charged. I have been endeavoring to have this error corrected -- hence the delay - and am expecting every day permission to go on with my wish. Until that comes I can do nothing.

I exceedingly regret this delay, as it has been very troublesome in other directions than yours. As soon as possible I will come to your assistance.
