I have the honor to invite your attention to the need of a School Building in this city (for the accommodation of the Normal & High school) of such location, size and style as not only properly to accommodate the school but to invite public attention and lead and shape public opinion.  For this purpose I ask for appropriation of Fifteen Thousand Dollars ($15,000) to be expended in the purchase of building material, School furniture and apparatus, and that this sum be taken from other funds than those assigned to Virginia for the current expenses of the year. 

I might sustain this application by an argument, but believing that a simple brief will be more acceptable to the Commissioner, I
