Dear Sir:
My letter of yesterday is not sufficiently full in the explanation of one or two matters, and omits to speak of the Peabody Fund.

1.  In regard to your understanding about the rental allowance.  The order under which we are working, dated "Washington August 14, 1869" says: "Rental will be paid quarterly, at $10 per month, where schools have an average of thirty or more scholars, taught by a commissioned teacher with or without an assistant."  I have three reasons for not accepting your interpretation, viz: the language does not warrant it; there is no precedent in favor of it, as no bill has ever been settled that way; with that ruling from Oct 1st to this time, every dollar assigned to Virginia for this year would be expended with this months payments.  I am sure I wish your understanding were practicable and correct.
