[[CHECK MARK]] May 23

Dear [[?]] [[?]]

In my last letter I did not speak what the City will do for schools next year because at this stage of affairs, it is impossible to anticipate. I can only exercise my birthright and "guess" that - at the worst - if the Republicans lose the day in the municipal elections, next Thursday, the city will [[?]] [[unrest?]] the expense of schools. If the Republicans win, I am sure it will. At the same time, you good teachers, and a little aid, I think will be greatfully needed and very useful.

The officers of every [[?]], [[?]] Council and all are to be elected on Thursday, but do not enter their duties until July 1. No definite arrangements can be made until after that date.

Your [[?]],
R. M. Manly
