An Association proposes to open a school. They have $400 and for $160 more can complete the building. Captain McNulty knows all about the circumstances. |   |

| 1869 May 4th ✓ 2. | Winchester, Va, School Commissioners of  by W.T. Gilbert and J. Hayes Shields (From Asst. Comr., Dist Va) Filed. * (see L.S. 68, 1st Vol 1869) | Winchester Va, Feb. 15th 1869.  States that the Council of the Corporation of Winchester have adopted the Free School System provided for in Chapt 82, Code of Va. The School Commissioners appointed thereunder propose to open two schools, one for white and the other for colored children. Requests the aid of the Bureau in the enterprise, as the Corporation is too Poor to ensure success; also asks the amount of, or way in which aid will be furnished. |   |

Returns letter No 4, acknowledging receipts of order assigning R.M. Manly to duty as Supt Ed., requesting an order for traveling purposes, asking full instructions regarding making out vouchers for Educational Expenses, and requesting authority to employ a messenger, endorsed as follows: (see opposite page for endorsement) | War Dept. Bureau R.F and A.L Washington May 4th 1869.  Respectfully returned. Vouchers will be made out in accordance with rules heretofore observed by the Disbursing Officer who will turn over blanks on hand.
Authority is hereby given to employ one laborer. Each journey will be reported to this office with request for orders approving the same.
