| | of the Bureau, recommend an appropriation for a school House. It will not result in giving the people a school; they cannot support one.
Having a lot they will soon provide themselves a church.

| War Department Bureau, &C.| W.85. Vol 1/70. L. R.~ Office Supt. of Education Bureau R. F. and A.L. Richmond, Va. March 29/70 Respectfully returned to Bvt Major Genl O.O. Howard, U.S.A., Commissioner.
The school-house in question was built mostly at the expense of Mr Painter, aided by the Bureau, through Bvt. Lt. Col. S. P. Lee, on Mr. Painters pledge that as soon as he obtained a clean title to the land, he would deed the school-house and site to Trustees. This pledge Mr Painter assures me he will keep, and he expects a clear title from the Court soon. Meanwhile he will instruct Mr. Delaney to offer no objections to the free use of the school-house by the Freedmen. ~

| War Department√ Bureau, &C. | W.101. Vol 1/70. L. R.~ Office Supt of Ed Bureau R.F. and A. Lands. Richmond, Apl 5. 1870, Respectfully returned to Bvt Briq: Genl Geo W. Balloch, Chief D.O.~
Nothing is due Thomas A. Adams. He may have taught school six months; there is nothing in this office to show it, as he never made but one report and has never been commissioned, or recognized by any society. In September/69, I agreed to aid him by rent $10. per month from Oct 1st- In November I sent an Inspector into his part of the state. Adams had left the County and there had no school in November, and has been none since. I paid him the $10. promised for October, discharged him Oct 30th as my report of persons and articles for November 1869 shows- Afterwards when he was in Richmond, without money I gave him $10. from the Peabody Fund.
Many persons are teaching upon their own responsibility as he was, (if he was teaching at all) but that does not constitute a claim upon the Bureau, or the "Peabody Fund".~

Transcription Notes:
99% sure that [[Dupt.?]] or anything like that in those areas is Dept. NO IT'S SUPT. These are signed by RM Manly (not Mandy), Virginia's superintendent of education under the Freedmen's Bureau, therefore it is probably Supt (to denote his title).
