Respectfully returned to Bvt. Major Genl O.O. Howard. U.S.A. Commissioner, with the following remarks.
The Supt of Ed. has not admitted the justice of the within claim, and does not believe in it, no evidence of the expenditures.
No such expenditure was authorized by the late Asst Commissioner, On April 30/69 (see letter enclosed) Mr Patterson claimed only $40. instead of $125. as stated in his letter of July 1st 1870.
While the Supt of Ed had no evidence of the expenditure of the smaller sum, he allowed Mr Patterson $15. per month rent, as a teacher to meet any equitable claim he might have. 
Mr Patterson's statement, that the Supt. of Ed. ordered, or authorized him to make addition, to a school-house, is untrue -
