It is suggested that Mr Manly take up the school building (which was in past constructed by the Bureau) on his returns, and then make application for the transfer of the building and contracts to the trust on owning the lands.

The building named in endorsement of July 11th 1870. will be taken up on the property returns of the Supt. of Education for July. 
It is recommended that the building described as follows, Viz: Brick, 2 stories, 32x52, situated on Rural stretch, between 5th & 6th in the City of Richmond, Va. be deeded to the  "Richmond Educational Association", incorporated by the Legislature of Va, (a copy of the Act of Incorporation enclosed)

and that the furniture within named be turned over with the building.
