Washington D.C. July 30th 69
Respectfully returned to Bvt Maj. Genl. O.O. Howard Comr etc:

Miss E.A. Henry has been teaching a school of more than 30 scholars, at Lincoln Village Va. for the last 6 months —doing a good work in a most needy locality but has received no pay. There is an organized board of trustees to look after the interests of this school but nothing can be raised, there for its support. I see no reason why Miss Henry may not be paid $10 per month rental, through said board of trustees, in accordance with the present rental arrangement with school societies.

The usual schedule, therefore, duly made and signed by the Secty of the Board, is herewith enclosed with hope that it may be approved by the Superintendent of Virginia on a reconsideration of the case.
