I have the honor to enclose you for your consideration certain papers relative to one of the govt buildings at this point  By permission of Genl O.B. Willcox. the colored people have had permission to use one of these buildings in the past for their secular and religious purposes. Now they wish to have it permanently upon ground of their own and I earnestly trust it may be consistent with the service to grant their petition for gift of barrack. Genl Willcox was favorably inclined while here and would undoubtedly have granted it so far as he had the power.
