Dear Sir
The bearer, Mr. F.E. Dow comes with a deed donating a lot in Northumberland Co. Va. for a freedmen's school (a matter mentioned in comm. of Judge Underwood referred to you Nov. 9. 1869.)  You will satisfy yourself that the deed is made in accordance with the requirements of the law.
The Commissioner directs me to say that he will approve an application for an appropriation not to exceed, one thousand dollars in building said school-house.
Mr. Dow it is understood will be
