Please find enclosed communication from Bureau Head. qrs., at Washington, relative to the erection of a school building on land recently deeded to Trustees. for that purpose in Northumberland Co. Va. by Miß S. W. Stebbins.
I regret not being able to see you, as I come to the city at the suggestion of Genl Howard almost expressly for that purpose –
Genl H. as you are no doubt aware has made this a special case – he knew of Miß Stebbins trials last summer, when it seemed there was no hope of saving her land from [[crossed-out]] the [[/crossed-out]] rebel grasp, although she had more than met the requirements of her agreement.
