Hayes Shields & W.T. Gilbert States that the Council of the Corporation of Winchester have adopted the Free School system provided for in Chapt. 82 Code of Va. - The school Commissioners appointed therein do propose to open two schools, one for white and the other for colored children - Requests the aid of the Bureau in the enterprise, as the Corporation is too poor to ensure success; also asks the amount of, or way in which aid will be furnished.
