Sir,
The Council of the Corporation of Winchester Va. have adopted the Free School System provided for in Chapt: 82 Code of Va. and the School Commissioners appointed thereunder propose to open at once two schools one for white & the other for colored children.

But the Corporation is too poor to insure full success to the enterprise. Therefore the said Council & Commissioners respectfully request aid from the Freedmens Bur'u to assist us in the undertaking, which has not by any means the support of the mass of the White people of this City, a circumstance not unusual in Va, however. How much per month will you allow us for this object? Or in what way will you, aid the effort?
