I have the honor to acknowledge the receipt of Par II, S.O. 55, War Department, Bureau R.F and A. Lands, dated April 14th 1869, assigning me to duty as Superintendent of Education, of this Bureau, for the State of Virginia, and report in compliance therewith.

The care of the schools existing, and the establishment of others, will require frequent journeys into different parts of the state. I respectfully request that I may be furnished with an order for that purpose.

I wish to receive full instructions, regarding the manner to be observed, in preparing the vouchers for expenses of the Educational Department, with a supply of the necessary blanks.

I also respectfully request authority to employ a laborer at not more than $20 per month, to take care of this office and act of messenger.
