Bu.R.F.&A.L. are meant to apply for cases where land and building belong to private parties who give, or rent, the use of it to freedmen, for school purposes, and the amount required for repairs is small; or where freedmen are allowed to build on land of private parties performing the labor themselves, and only asking aid of the Bureau to a trifling extent.
