General,
I have the honor to request instructions 
as to the manner of obtaining stationery
for the use of this office. Circular number 4, Series 1868, war Dept, Bureau etc appearing to 
be no longer appreciable.

I also desire to be informed how 
the expense of printing headings to letter paper, envelopes, and any circulars which it may be deemed necessary to issue from this office, shall be met.
