You are respectfully informed that when stationery is required, monthly requistion in duplicate (Form 40.D.M. Dept. or 31 Bu. R. F.A.L.) should be forwarded to these HdQuarters therefor, when provision will also be made for all printing absolutely necessary for the public service.
Circulars, Circular Letters, should not be issued by Superintendent of Education without first submitting the to the Commissioner for his approval, except when the same are necessary to give publicity to instructions emanating from these Headquarters.
