453. Bureau R. F. and A. L. Office Superintendent of Education, Virginia, Richmond, Va., July 26 of 1869. Bvt. Major O.O. Howard USA Commissioner, General, I have the honor to request orders to proceed to Philadelphia, New York, Boston, and Portland for the purpose of obtaining books and teachers for the numerous schools, now required and being opened, in the rural districts of Virginia, and of conferring with the various Charitable Educational Associations, in order to secure a more full and perfect organization of their operations in this state.
