Bureau R. F. and A. L.
Office Superintendent of Education, Virginia,
Richmond, Va., September 4th 1869
Bvt. Major Gen'l O.O. Howard U.S.A
Commissioner,
General,
As it will soon be time to estimate for fuel for use in this office, I have the honor to ask whether I shall be allowed fuel for more than one fire.
The arrangement of the building we were compelled to rent upon our removal from Military Head Quarters, necessitates the use of two small rooms as offices. The allowance of fuel for one room will be insufficient for both fires.
I am, General
Very respectfully
Your Obt. Servant
R.M. Manly
Supt. Ed.
