I have the honor to acknowledge the receipt of communication of the 1st Dist. limiting my expenditures, on behalf of the Bureau, for rentals, repairs and constructions to $25.000, from Sept 1st inst, to July 1st 1870-
I assume that the rental accounts forwarded to me for verification by the charitable associations, but paid at Washington are not to be charged against me as a part of my $25.000. But that I may feel entirely sure of the ground I stand on, will you have the kindness to confirm my understanding of this matter.
