Society agent I received assurance that the aid to societies would be continued as before. Upon this I went to work and several societies agreed to aid the city for one year to the number of about thirty-six Teachers one half of whose salary was to be paid by said societies, the city bearing all other expenses.

Other Teachers also, wholly paid by the city, have been selected and contracts for buildings  and repairs been made.

I have fully explained the matter to Mr. Alvord and the question arises Can the Government pay rents directly to the City of Richmond or their Board of Education? or shall the Teachers wholly paid by the city be com[[missioned]]
