This agreement made and entered into this twentieth day of December in the year one thousand eight hundred and sixty nine, between R.M. Manly, Superintendent of Education, Bureau R.F. and A.L. for the State of Virginia, for and in behalf of the United States of the first part, and Francis E. Dow of Heathsville, Northumberland County, Virginia, of the second part, witnesseth that the said party of the second part in consideration of the sum of Seven Hundred Dollars ($700.00) to be paid by the said party of the first part, as hereinafter provided, does hereby agree to furnish the following specified materials and labor to be used in the partial construction of a schoolhouse for Freedmen to be erected on a certain lot of land situated near to the "Horse Heads" (so called) in the Parish of Fairfield, County of Northumberland, Va. Viz
