Respectfully returned to Supt. Manly with the information that is not deemed necessary to advertise sales of Bureau property made in Virginia, in the Washington papers and that no such publication should be made without special direction from the Head-quarters. In the communication from the office of Feby. 15 1870, Mr. Manly was informed of the newspapers authorized to publish official advertisements in the state of Virginia, and he was referred to the general reputations of the War Dept regarding advertising for information as to details. Considering the value of the property to be sold it was not expected that Mr. Manly would have advertised in more than one of the local newspaper names in the list of the War Dept.
