BUREAU R.F. and A.L.
Office Superintendent of Education, Virginia,
Richmond, VA March 28th 1870

Bvt. Major Gen'l O.O. Howard USA
Commissioner

General,
I have the honor to request instruction as to whether, in case of future advertisements of the sale of Bureau property in this state, it will be necessary to send them to the Washington papers.

Before advertising the Bureau buildings at Farmville Va, I enquired at the Quarter Masters Department in this city as to mode, and was informed that, in addition to the Va. papers, property situtated in Va. or Md. must be advertised in three (3) Washington papers.

I think in our case the expense is useless and unnecessary - Such bills for advertising Farmville buildings, as have come in, from Washington, are exorbitant.

Yours respectfully,
R.M. Manly
Supt of Ed
