974. BUREAU R.F. & A.L. Office Superintendent of Education Virginia, Richmond, Va., June 22nd, 1870 Bvt. Major Gen'l O.O. Howard U.S.A Commissioner General, I have the honor to request permission to expend $80.00 for additional expense in painting the Merrell School House in this city, the former appropriation for repairs being insufficient. This building stands immediately adjoining the new Normal and High School in process of erection. It is an excellent school-house, but unsightly on the exterior, as it was covered with whitewashed lumber from hospital buildings - hence the need of painting.
