Respectfully forwarded to Lt. Col. Jacob F. Chur - with recommendation that as the civil authorities have failed to take action in the case, Lt. Allison be instructed to promptly arrest the guilty parties & send them to Raleigh for confinement in the Mil. prison until the civil authorities are willing to try them.

Respectfully returned - This is a case for the civil authorities to arranged It does not appear that any crime or offence has been charged against any one person in which the other party or parties have not engaged in.
From the Report made I should judge that there had (over) 

been a riot in which two men had been conspicuous and in which both have been to blame. In cases of social disorder and of mutual complaint it is for the Civil authorities to afford redress.
