Most of the cases, to which Gen'l Fullerton refers, occurred at the time of the accusation. Others are in remote Districts where there are no maps, and civil authority not established. Both are being remedied. There are a number of both black and white men, principally owing to cotton stealing and promiscuous robbery almost dissolving society. I am arresting all I can. I wish I had the 2d Maine Cavl'y for which I applied.
