Gov. Parsons expect to go to Washington. He urged me to go & wrote to you for orders.
I wrote to you the same day that I did see the necessity.  I have since reviewed the whole subject, and we are all of opinion that I ought to go. The Governor would unite with me in urging certain appropriations of money, and surplus property which must be had to do our work this winter, and perhaps we can get more this May. The work itself can show to be a matter of life and death.
