The Collector of Mobile and Agent for Captured Property, Col Montague kindly agreed that his agents might wind up the collection and sale of captured property - transferred to me by Executive Order of Nov 11", and he would transfer net proceeds to me. This again is forbid by orders from Gov - said to be. Cannot the agreement be carried out.

Legislature took recess for thirty (30) days. Bill to disarm freedmen defeated. Several highly objectionable bills passed. One, to void provisions of Slave Code as to free negroes will be vetoed. Bills of apprenticeship and contracts stand over and will not be approved by Governor. Public opinion [[?]] demands whatever is necessary to restoration. Constitutional provisions for Judicial agencies of this Bureau hold bill close of adjournment.
