Feb. 5 '68 Circular No 7 Many communications reaches this office indicating a general believe that the Government will advance supplies or money to planters to assist in cultivating their land this year taking lien therefor. This is unfounded supplies from the government can be issued only to relieve actual want and under the act of Congress approved March 2nd 1867. Officers and Agents are hereby directed to take every opportunity to disabuse the minds of the freedmen of tho believe that lands which many come in the charge of the general Government by confiscation or otherwise will be given to them. They are to be assured that the Government proposes to do is to put them on an equal footing with a white man and that to obtain a freehold they must work for the means. By order of Brvt Brig Genl J.
