The following extract of a letter from the Commissioner dated War Dept. Bur R.F.&A.L. Office Chief Quartermaster Washington D.C. Jan 23" 1868. is published for information and guidance of officers of the Bureau in this State.
x x x The Bureau officers manual fixes the allowance of stationary for issue to Officers of the Bureau 
When the authorized allowance is insufficient special requisition should be made for the additional amount required. This should be submitted to the Asst Commissioner for approval, with a request that the same be forwarded to the Commissioner for

his orders. In examining accounts of Officers and Agents of the Bureau as prescribed by P 1 article 2 of the Manual you will in such cases require special requisitions approved as above contemplated. x x x 
All requisitions for stationary (form 30 Bureau Officers Manual) will be hereafter be strictly limited to the allowance as authorized by the Manual. In cases where an excess of the regular allowance is required Officers will make special requisitions for the same and forward them to this office. fifteen (15) days prior to the month for which the stationary is required.
