Annual Returns of Medical & Hospital Property, also Weekly report of Sick Refugees and Freedmen, Report of Faccinations and Re-faccinations.

Hereafter Civilian Sub. Asst Commissioners and Agents of the Bureau in this State will not be paid until all Property Returns have been forwarded, and no vouchers for purchase, or service, will be paid until Returns and Reports to which they appertain shall properly account for the same.

In all cases where Special Orders authorize a purchase certified copies of the orders must be attached to the vouchers.

Reports having been made of the discharge from labor of freedmen on account of voting at the late election Sub. Asst Commissioners and Agents of the Bureau in this State are instructed to give careful attention to the matter, and report promptly in all cases of destitution

or cases requiring assistance from the Bureau resulting from such action on the part of those giving employment to colored people.

They will see that no one will suffer extreme want in consequence of being thus discharged, if in their power to prevent it, and they will see that no employer receives assistance directly or indirectly from the Bureau who as been guilty of this conduct.

Every means at command will be used to secure labor for all who are thus thrown out of employment and in cases of necessity issue from the Bureau, supplies of Corn and Bacon will be made under Act of Congress approved March 30" 1867.
