I  W.C. Arthur, Chief QM, Bureau RF and AL, Ala. will purchase in open market for the use of destitute freedwomen and children in this District, nine hundred (900) yards of Osnaburgs.
II  W.C. Arthur, Chief QM, Bureau RF and AL, Ala. will transfer to AA Surgeon in charge of the Bureau Hospital at Garland, for the use of its inmates, the following articles:
Four hundred and fifty (450) yards of Osnaburgs
Fifty (50) Blankets. 
Fifty (50) Brogans.
