I. By direction of the President, the Military Departments of North Carolina, South Carolina, Georgia and Alabama are hereby discontinued.

II. The States of North Carolina and South Carolina will constitute a new Department, to be called the Department of the Carolinas. Major-General DANIEL E. SICKLUS, U.S. Volunteers. Commanding. Headquarters at Columbia, South Carolina. These States will each constitute a military command, the former under Brevet Major-General T. H. RUGER, U. S. Volunteers, the latter under Brevet Major-General R. K. SCOTT U.S. Volunteers. In addition to their duties as military commanders, Generals RUGER and SCOTT will perform the duties of Assistant Commissioners of the Bureau of Refugees, Freedman and Abandoned Lands for their respective States.

III. The States of Georgia and Alabama will constitute a new Department to be called the Department of the South Brevet Major-General C. R. WOODS, U. S. Volunteers, commanding. Headquarters at Macon, Georgia. These States will each constitute a military command, the former under Brevet Major-General DAVIS TILLSON, U. S. Volunteers, the latter under Brevet Major-General WAGER SWAYNE, U. S. Volunteers. In addition to the duties as military commanders, Generals TILLSON and SWAYNE will perform the duties of Assistant Commissioners of the Bureau of Refugees, Freedman and Abandoned Lands for their respective States.

IV. Brigadier-General JOHN L. BRANNAN, (Brevet Major-General,) U. S. Volunteers, is relieved from his present duties and honorably mustered out of the volunteer service, to take effect May 31, 1866. He will join his proper regiment within three months from the date of muster out.
