CIRCULAR, No. 2.
Hereafter when transportation of stores and school books, necessary to the subsistence and comfort of dependent Refugees and Freedmen, is required by Benevolent Associations, as contemplated by G. O. No. 138, W. D. A. G. O., series of 1865, invoices in quadruplicate, in the annexed form, will be forwarded to the Commissioner of the Bureau Refugees, Freedmen, and Abandoned Lands, for his approval; and when approved, the property to be transported, accompanied by said invoices, will be turned over for shipment, to the officer of the Quartermaster's Department in charge of transportation at the post from which the stores are to be shipped.
