(CIRCULAR, NO. 6.)
Hereafter, as far as possible, officers of this Bureau will be furnished with the authorized offices, storehouses, &c., from the buildings in possession of the Bureau.
Whenever it becomes necessary to hire private buildings for such purposes, care should be taken to select such as are provided with heating apparatus, in order that the necessity for purchasing stoves may be avoided.
The rent of buildings so hired will, in all cases, be established by a board of officers to be appointed by the Assistant Commissioner of the State or District where the buildings are required. Whenever it is practicable, the Receiving and Disbursing Officer of the State or District, should be a member of the board so appointed.
Said boards will cause reports in duplicate of their proceedings to be made, which will be signed by the officers constituting the board and forwarded to the Assistant Commissioner for his approval, one copy of which will be retained in his office and the other forwarded to the Commissioner.
These reports should give—
First.—A description of the property rented, which includes locations and size of the buildings thereon, the number of rooms they contain and what heating apparatus is furnished therewith.
Second.—For what purposes the property is rented.
Third.— The names of the owners or agents, and
Fourth.—The rental value as established by said boards.
The Receiving and Disbursing Officer should, in his report of persons and articles hired, refer to said reports as establishing the rental value of the property which he reports.
The payment, out of the funds of this Bureau, of rents [[strikethrough]] occuring [[/strikethrough]] occurring previous to the second day of April, 1866, is unauthorized; as is also the payment of claims for rent of premises occupied by the Bureau, for the period they were so occupied previous to their surrender, under the operation of the pardon, by the President, of the owners thereof.
