Said Boards will cause reports in duplicate of their proceedings to be made, which will be signed by the officers constituting the Board, and forwarded to the Assistant Commissioner for his approval, one copy of which will be retained in his office, and the other forwarded to the Commissioner.
These reports should give:
First- A description of the property rented, which includes location and size of the buildings thereon, the number of rooms they contain, and what heating apparatus is furnished therewith.
Second- For what purposes the property is rented.
Third- The names of the owners or agents; and,
Fourth- The rental value, as established by said Boards.
The Receiving and Disbursing Officers should, in his report of persons and articles hired, refer to said reports as establishing the rental values of the property which he reports.
The payment out of funds of this Bureau of rents for property regulated as "Captured," by decision of the Treasury and Quartermaster's Department, retained and used by this Bureau, will not be made for periods previous to the 2nd day of April, 1866.
